Remember the golden rule: Down-grade rights are okay; Up-grade rights are not. If you have 2019 RDS CALs, you can access 2016 and 2012 R2 session hosts. If you have 2016 RDS CALs, you cannot access a 2019 session host without upgrading your CALs. You cannot use older licenses to unlock newer server features.
