Click the three vertical dots (⋮) in the top-right corner, then hover over Bookmarks and lists and select Bookmark manager . You can also use the shortcut Ctrl + Shift + O (Windows) or Cmd + Shift + O (Mac).

I found the file. Buried in a folder called "Desktop Stuff → Old → temp → FINAL(2)." Double-clicked. Imported.
Nothing.
Then I remembered: last week, I had "cleaned up" my bookmarks. I had created a new system. A beautiful, logical system of nested folders.
