Offline activation for Tableau is a necessary process for users working in high-security environments, such as government agencies or air-gapped corporate networks, where a direct internet connection to Tableau’s licensing servers is restricted. This method uses a two-step file exchange: you generate a request file from your offline machine, process it on an online computer, and then bring the response back to complete the activation.

You cannot generate an offline file on the air-gapped server. You need a "bridge" machine (a laptop or jump box) that does have internet access. This machine does not need Tableau installed; it only needs a web browser.
