Check your call settings: Settings → Calling → Do Not Disturb → Route calls to voicemail

Webex has a "Presence" system (the colored bubbles). Check your call settings: Settings → Calling →
Tap your profile picture , select Do Not Disturb , and pick your preferred duration. select Do Not Disturb
