Hiren’s BootCD existed in a legal gray zone that simply could not survive the modern internet. The CD included shareware, freeware, and in some instances, software that skirted the edges of licensing agreements.

Version 15.2 is arguably the last "pure" version before the legal pressures of the 2010s forced a shift. The website eventually died, and the "official" releases ceased. The community splintered, creating "PE" (Pre-installation Environment) versions built on Windows 10, which are cleaner, legal, and largely toothless compared to the raw power of the original 15.2.
