Attach both the Windows Installer ISO and the Virtio ISO to the VM. Boot the VM and reach the disk selection screen. Click "Load Driver" and browse the Virtio ISO.
Note: For Proxmox VE users, you can also upload this ISO to your storage and mount it during the Windows installation (by adding a SCSI controller) to install drivers directly during the "Where do you want to install Windows?" screen. virtio iso download
